MZH envisages changes in the Plant Protection Products Council

On 5 December, the Ministry of Agriculture and Food published on its website the Draft Regulation amending and supplementing the Rules of Procedure of the Council on Plant Protection Products. In accordance with Article 26, paragraph 2 of the Law on Normative Acts, the draft regulation, together with the draft report, has first been submitted for public consultation.

 

The procedure for the authorisation of plant protection products is determined with the assistance of the Council on Plant Protection Products.

The Minister of Agriculture and Food establishes, by order, the Council on Plant Protection Products as an advisory body to the Executive Director of the BFSA on issues related to plant protection products. It includes representatives of the Ministry of Agriculture and Food, the Ministry of Health, the Ministry of Environment and Water, the Bulgarian Academy of Sciences, research institutes and others.

The Executive Director of the BFSA, upon proposal of the Council on Plant Protection Products, authorises by order the placing on the market and use of plant protection products, labelled and packaged in accordance with the requirements of the Law on Protection from the Harmful Effects of Chemical Substances and Mixtures. Plant protection products are placed on the market in the manufacturer’s original sealed packaging or repackaged by a person holding an authorisation for this purpose.

Draft Rules of Procedure for the Organisation and Activities of the Council on Plant Protection Products

 

Due to changes in the regulatory framework concerning plant protection products following the adoption of the Law on the Risk Assessment Centre on the Food Chain, it is necessary to make the proposed amendments and supplements to the Rules of Procedure for the Organisation and Activities of the Council on Plant Protection Products. Pursuant to the entry into force of the cited law, the assessments of plant protection products will be carried out by the Risk Assessment Centre on the Food Chain. The Draft also envisages a reduction in the number of representatives of the Bulgarian Food Safety Agency (BFSA) and the inclusion of representatives of the Risk Assessment Centre on the Food Chain. The number of meetings of the Council on Plant Protection Products will be reduced.

The Draft Regulation amending and supplementing the Rules of Procedure for the organisation and activities of the Council on Plant Protection Products does not introduce acts of European Union law, and therefore no correlation table with European Union law has been attached. No measures for the implementation of European legislation are being adopted.
