White spots in agricultural land

On 31 July expires the deadline by which owners of agricultural land must declare how they will manage it. If it is not entered how and by whom these plots will be used, the state will have the task to allocate them ex officio. The problem is that 1 million decares of arable land fall into the so‑called white spots – areas whose owner is unknown or have not been declared in recent years under a specific name, according to data from the Ministry of Agriculture and Food.

All owners of agricultural land must declare how they will manage their agricultural properties by 31 July. In the declarations it is necessary to indicate whether the land will be cultivated personally or will be leased out.

1 million decares of arable land fall into the so‑called white spots – areas whose owner is unknown or have not been declared in recent years under a specific name, according to data from the Ministry of Agriculture and Food. In the event that the landowner has not submitted a declaration, the legal basis for use for the next farming year belongs to the user whose property also includes the unregistered decares. The owner of the white spots receives a certain amount because his land has been used. The payment may be obtained from the regional directorate of agriculture at the location of the property, and the limitation period for receiving the money is ten years. Often, however, owners are absent, they are not interested in the fate of their land and do not seek the remuneration due to them.

The municipal “Agriculture” offices prepare preliminary registers which are announced by 5 August. These registers must be reviewed by all owners and affected persons in order to see the status of each property, and corrections to the register may be made until 15 August.
