The National Agricultural Advisory Service (NAAS) is the only organization designated in Ordinance No. 7 of 5 May 2016 on the implementation of sub-measure 2.1.2 “Advisory services for small agricultural holdings” and approved by the EC to provide free advisory services to small agricultural holdings. The launch of the advisory services will begin after approval by the Minister of Agriculture and Food of the content of the advisory packages that NAAS will provide. This is expected to happen in mid-June.

Ordinance No. 7 of 5 May 2016 on the implementation of sub-measure 2.1.2 “Advisory services for small agricultural holdings” under measure 2 “Advisory services, farm management services and farm relief services” of the Rural Development Programme for the period 2014–2020 has been published in State Gazette No. 36 of 13.05.2016. NAAS will provide them with advisory services completely free of charge in the form of 6 basic advisory packages (AP) including:

• preparation of a business plan and application for support under sub-measure 6.3 “Start-up aid for the development of small farms” of the RDP 2014–2020, as well as under sub-measures 4.1.2 “Investments in agricultural holdings under the Thematic sub-programme for the development of small farms”, 4.2.2 “Investments in processing/marketing of agricultural products under the Thematic sub-programme for the development of small farms”, 4.4.2 “Non-productive investments under the Thematic sub-programme for the development of small farms” and 6.4.2 “Investments in support of non-agricultural activities under the Thematic sub-programme for the development of small farms”;
• provision of information and advice regarding the Statutory Management Requirements (SMR) and the national standards for Good Agricultural and Environmental Condition of land (GAEC) and assessment of the resulting obligations for small agricultural holdings;
• provision of information and advice regarding agricultural practices beneficial for the climate and the environment, including: the requirements and conditions for maintaining existing permanent grassland, crop diversification and ecological focus areas; the requirements in national legislation for the implementation of the Water Framework Directive; advice on increasing the efficiency of water use on the holding; information and advice regarding measures for mitigating and adapting to climate change, biodiversity and water protection;
• provision of information and advice regarding labour safety standards and farm safety standards;
• provision of information and advice regarding the requirements for placing plant protection products on the market and compliance with the general principles of integrated pest management for agricultural crops, as well as specific advice on the implementation of plant protection activities on holdings in accordance with good plant protection practices;
• provision of advice on: modernisation and improvement of the competitiveness of holdings; introduction of innovations; selection of appropriate agricultural machinery; diversification of farm activities; optimisation of farm activities and economically viable crops and animals to be reared; appropriate production and organisational structure for farm development; suitable marketing channels for product realisation; legislative and regulatory requirements related to registration, permitting and licensing regimes in the field of agriculture; risk management in agricultural holdings; opportunities for participation of small farmers in the European Innovation Partnership (EIP) for agricultural productivity and sustainability; requirements for organic production, including preparation of applications for support under measure 11 “Organic farming” of the RDP 2014–2020; advice on animal health protection. Under this package NAAS will also prepare applications for support under measure 10 “Agri-environment-climate” of the RDP 2014–2020 and will provide support to small agricultural holdings for participation in measure 9 “Setting up of producer groups and organisations” of the RDP 2014–2020;
