In view of the approaching deadline for completing the plans under the Eco-scheme for preservation and restoration of soil potential – promotion of green manuring and organic fertilisation (Eco-PRSP), which expires on 14 August 2023, detailed Guidelines have been published on the SFA website.

The functionality in the Electronic Services System (ESS) allows loading of the forms for preparing the respective plan/report, with all data available in the submitted application pre-filled. The aim is to facilitate farmers to the greatest possible extent in their preparation. Farmers complete the prepared forms and, after they are signed by the respective competent person (agronomist, zootechnical engineer, veterinarian), together with a scanned copy of the diploma of the competent person, send them again via the ESS for uploading into ISAK, in accordance with the requirements of Art. 52, para. 3 of the Law on Support to Agricultural Producers.

The requirement to complete the soil nutrient management plan is laid down in Art. 40 of Ordinance No. 3 of 10.03.2023, and the deadline for their submission is regulated in Art. 7, para. 2, item 6 of Ordinance No. 4 of 30.03.2023.

A form has also been developed for determining the stage of development of permanent crops – whether they are in fruit-bearing stage or still non-fruit-bearing under the fruit intervention (FI). The templates of the documents have been approved by the Executive Director of the State Fund „Agriculture“, in accordance with the requirements of Art. 7, para. 2 of Ordinance No. 4 of 30.03.2023.

The submission of the completed documents does not require the use of a qualified electronic signature (QES). In this way, applicants save time, resources and effort, without the need to visit a regional office of the State Fund Agriculture.

The ESS support teams are working intensively to provide the necessary resources for the system, and through the communication channels for feedback, the necessary methodological assistance is provided to users.
