On 18 April 2023, the Ministry of Agriculture published on its official website, in the “News” section, a handbook with the conditions that farmers must comply with when applying for direct payments in Campaign 2023.

The Handbook for Applying for Direct Payments for Campaign 2023 has been drawn up on the basis of the up-to-date information from the Strategic Plan for the Development of Agriculture and Rural Areas of the Republic of Bulgaria for the period 2023–2027 (approved by Commission Decision C(2022)8749 of 07.12.2022), the Law on Support to Agricultural Producers (last amended and supplemented, SG No. 102 of 23 December 2022), Ordinance No. 3 of 10 March 2023 on the conditions and procedures for the implementation of interventions in the form of direct payments included in the Strategic Plan, on the checks, reductions of payments and the procedures for imposing administrative sanctions (promulgated, SG No. 23 of 14 March 2023) and Ordinance No. 4 of 30 March 2023 on the conditions and procedures for submitting applications for support under area- and animal-based interventions (promulgated, SG No. 30 of 4 April 2023).

The handbook describes in detail, step by step, the conditions for applying in the following sections:

- Interventions for area-based support to farmers;

- Schemes for climate, environment and animal welfare (Eco-schemes);

- Interventions for support to farmers for agricultural animals (coupled support);

- Interventions for support to farmers for fruit plantations, fruit and vegetables (coupled support);

- Other interventions – Production-coupled income support for protein crops (PCS); Specific crop payment – cotton (Cotton); Transitional National Aid for tobacco, decoupled from production (TNA-T).

The application period for Campaign 2023 is from 4 April to 5 June – without sanctions, and until 30 June – with sanctions.
